Minutes from meeting held on: Thursday 07 December, 2017

Present: Bryn Walker (BW), Bruce Tremayne (BT), Lynn Roberts (LR), Jack Pearson (JP), Dawn Channon (DC), Terry Pollard (TP), Samantha Hatwell-clerk (SH).

The minutes were approved and signed by the chairman.

Matters arising from the meeting 9th November 2017.

a) Express way to Cambridge; BT reported that there are four proposals, one of which will be east of Oxford, which will clip Otmoor on the Horton side. The scope of area focuses on the broad arc from Didcot, Oxford, Milton Keynes, Bedford, Cambridge. The routes linking these conurbations is formed of the A34, M40, A43, A4421 and A428. The timescale given by Highways of England for the decision to be made is July 2018. Further information is on the CPRE website.

b) The east-west rail link extension is still in discussion, from Oxford to Cambridge, this will inevitably mean more closure of the Bicester level crossing, although there are still ongoing discussions about a tunnel under the railway at London road.

c) Resurrection of Bicester Villages Parish Group – Wendlebury. – BT suggested SH gets in touch with the group and also Piddington PC to show our interest and concerns

Finance:

Payments for approval: M R Cross – grass cutting, Clerk – pay and expenses for December.

Payments were approved and cheques were signed.

Burial Grounds:

OLD: LR noted that the cemetery gates keep being left open. TP will check the latch is working properly.

NEW: It was noted that the hedge has been cut again.

Playing field/grounds:

BW will fit the replacement swing seat over the holidays.

Planning:

Mansmoor Lane: DC will email Councillor Dan Sames regarding the take over of the lane by Network rail.

Proposed dates for next year’s meetings:

The dates were not acceptable to everyone, BW will circulate new ones for approval.

Items for further discussion:

Dangerous car left in Islip. SH to contact Islip PC.

Allotments – Quote for grass cutting the pathways and rotavating of unoccupied plots.

Pheasant shooting – Mansmoor Lane.

Being no further business, the meeting closed at 8.10pm. The next meeting will be at 7.30pm on the 11th January 2018 in the Percy Collet room of the Community Hall.
